Alejandro Garcia Padilla signed Executive Order OE-2015-010, ordering the Secretary of Health to authorize some or all components of the marijuana plant for medicinal use for patients residing in Puerto Rico.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Department of Health Administrative Order No. 352 set up initial directives for the possession, cultivation, manufacturing, production, fabrication, dispensing, distributing, and research of medical cannabis.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">In July 2017, Padilla signed Act 42-2017, The Medicinal Act, which replaced the original executive order and set up a legal framework for medical marijuana in Puerto Rico.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Regulation 9038, enacted in July 2018, further specified the requirements for authorized physicians and allowed for Puerto Rican dispensaries to serve registered patients from US states or other countries where medical marijuana is legal.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">The Department of Health (Departamento de Salud) is responsible for regulating Puerto Rico's medical marijuana program.\u00a0<\/span><\/p>\n\n\n\n<h2 class=\"wm-article-table-of-contents-header\" id=\"where-is-it-safe-to-purchase-weed-in-puerto-rico\">\n\tWhere is it safe to purchase weed in Puerto Rico?<\/h2>\n\n\n\n<p><span style=\"font-weight: 400\">Registered patients with a valid medical marijuana program card can purchase cannabis at a state-approved dispensary.\u00a0\u00a0<\/span><\/p>\n\n\n\n<h2 class=\"wm-article-table-of-contents-header\" id=\"where-is-it-safe-to-consume-cannabis\">\n\tWhere is it safe to consume cannabis?<\/h2>\n\n\n\n<p><span style=\"font-weight: 400\">Consumption is limited to private homes or private places where owners authorize the consumption of medical cannabis. According to marijuana laws in Puerto Rico, smoking weed is illegal, but the following forms of consumption are allowed:<\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Capsules or tablets<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Concentrates<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Edibles<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Oil<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Oral drops<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Oral inhalers<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Suppositories<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Topical ointments and creams<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Transdermal patches<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Vaporization of cannabis flower or concentrate<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Any other means that the Department of Health authorizes<\/span><\/li><\/ul>\n\n\n\n<h2 class=\"wm-article-table-of-contents-header\" id=\"possessing-cannabis\">\n\tPossessing cannabis <\/h2>\n\n\n\n<p><span style=\"font-weight: 400\">Registered patients in Puerto Rico are allowed a daily amount of 1 ounce (28 grams) of flower or 8 grams of THC in concentrate or edible form. They can possess up to 30 days' worth at a time.&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Home cultivation is not permitted.&nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wm-article-table-of-contents-header\" id=\"medical-marijuana-registry\">\n\tMedical marijuana registry<\/h2>\n\n\n\n<p><span style=\"font-weight: 400\">Puerto Ricans looking to access medical marijuana must go through <\/span><a href=\"https:\/\/licenciacannabis.salud.gov.pr\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">an application process<\/span><\/a><span style=\"font-weight: 400\"> and pay a $25 fee. The steps are:<\/span><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Obtain a medical recommendation from an authorized doctor, which will be sent through the registration platform<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Open an account<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Create a request and locate the doctor's medical recommendation<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Complete the privacy policy&nbsp;<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Submit a passport-size photo&nbsp;<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Attach the remaining documents<\/span><\/li><\/ol>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-qualifying-conditions\"><strong>Qualifying conditions<\/strong><\/h3>\n\n\n\n<p><span style=\"font-weight: 400\">A full list of qualifying conditions to legally purchase cannabis in Puerto Rico is maintained by the Department of Health's medical cannabis program.\u00a0<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">Conditions include:<\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Alzheimer's disease<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Anorexia<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Anxiety disorders<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Arthritis<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Autism<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Bipolar disorder<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Cancer and chemotherapy treatment for cancer<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Chronic pain<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Depression<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Degenerative diseases including amyotrophic lateral sclerosis (ALS) and multiple sclerosis (MS)<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Epilepsy<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Fibromyalgia<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Glaucoma<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Hepatitis C<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">HIV\/AIDS<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Incurable and advanced diseases requiring palliative care<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Insomnia<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Inflammatory bowel disease<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Migraine<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Parkinson's disease<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Persistent muscle spasms<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Peripheral neuropathies<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Post-traumatic stress disorder (PTSD)<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Severe nausea<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Spinal cord injury<\/span><\/li><li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Any condition that causes cachexia, or wasting disease<\/span><\/li><\/ul>\n\n\n\n<h2 class=\"wm-article-table-of-contents-header\" id=\"reciprocity\">\n\tReciprocity<\/h2>\n\n\n\n<p><span style=\"font-weight: 400\">Puerto Rico does allow dispensaries to serve patients with medical cards from their home state or other countries.<\/span><\/p>\n\n\n\n<p><i><span style=\"font-weight: 400\">This page was last updated September 29, 2020.<\/span><\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Puerto Rico has legalized medical cannabis use, but adult (recreational) use remains illegal.
